[edit] The Reformation Charter of the Consilium of Greater Melbourne, a.k.a. The Consilium of the Tower

  1. We the Mages of Melbourne and surrounds reform the Council from the ashes of past conflict. The strife of the middle of this century shall be forgotten and the bond between the Atlantean Orders and their allies in the Free Council shall be renewed.
  2. Member Cabals all of this Consilium we acknowledge the legacy of Atlantis and recognise the following:
  3. That the Consilium shall govern the affairs of a territory that be 7 leagues in all five directions from the site of the permanent meeting place of the Council.
  4. That the Consilium recognises that not all Magi are part of it’s fold, but also that these will be judged by its laws should their actions endanger the Consilium or it’s charges.
  5. That the Consilium is governed by a Hierarch and his Councilors, one each represents one of the paths of the Pentacle.
    1. Each will be chosen by his path in whichever way they see fit, and the Hierarch will speak for his Path.
    2. That the Councilor holds one vote towards issue presented. The Hierarch is chair person on the Council and is permitted to make policy and provisions so long as they are not overturned by majority vote of objection by the council.
    3. That each Councilor may elect a Provost from his number to speak for his Path in absence, though the word of the Councilor is final if the voice should come into dispute within the Path.
    4. That a Councilor be replaced in a timely manner by his path if unable to fulfill duties any longer.
    5. That the remaining Councilors elect a replacement after the loss of a Hierarch once the Hierarch’s Path appoints a replacement.
    6. In the case of a Path not having any representatives in the territory, the Council will elect one to speak for the Path and it’s views.
  6. The members of the Consilium acknowledge that the Council is empowered to act and issue command when the need arises:
    1. We know that a Cabal polices it's own lest the actions of an individual threaten the Veil, another Cabal or the holdings of the Consilium. Then they are in the domain of the Consilium.
    2. We know that the Council governs all dealings with parties and threats external to the Consilium. That the Council will act to protect the Sleepers from the Mysteries.
    3. We know that the Consilium may act to investigate tainted paths and practices that threaten the Consilium as a whole, or that lead to great mysteries being given to the Unawakened.
    4. We know that the Consilium may act to investigate any fragments of the Old Kingdom.
    5. We know that the Consilium may act to prevent the desecration or destruction of Hallowed sites.
    6. We know that the Consilium may appoint Sentinels to act on these provisions. The Sentinels may use force in their duties when permitted by ruling of the Council.
  7. The members of the Consilium have a responsibility to maintain order and the Precepts of Magic
    1. Members shall provide locations of Hallows and other sites of interest to the Council
    2. Members shall abide by rulings of the Council if they relate to the areas of responsibility that the Council possesses, as detailed above. In addition that members shall ensure that the rulings and precepts made by the Council are enforced and adhered to.
    3. Members shall lend aid in a time of war
    4. Members shall not betray the Consilium to outside forces
    5. Members shall allow safe passage through territory for the Heralds of the Consilium and for the Sentinels in time of War
  8. Disputes and Crimes committed against a Cabal or the Consilium are to be judged in accordance to the accumulated Lex Magica and the Precepts of Magic.
  9. The Consilium shall lend the following to it’s members:
    1. Aid from external threats
    2. The right to Tribunal in the way traditional to our society under Lex Magica, to resolve disputes.
    3. The right to establish Sanctums under the protection of the Consilium.
    4. The right to claim Sanctuary at the meeting place of the Council
    5. The right to practice the Arts within the purview of the Lex Magica undisturbed.
  10. That this charter is appended by the accumulated Lex Magica, the registry of Sanctums and the Precepts of Magic.


[edit] Addendum to the Charter

I. That a Magus shall not attempt to subvert the structure of the Consilium and claim it’s protection. 1974 (7.f)
II. That the Testimony of the Dead or Spirits is considered suspect Testimony lest it can be demonstrated that the subject has not been compelled. 1974 (8.a)
III. That assault via agent is an assault by the compelling Mage. 1977 (8.b)
IV. Artifacts of Exarchs must be surrendered to the Council for destruction.
V. The Council is not responsible for protecting a Magus from pacts he has made with Spirits, Shades or other entities. 1983 (9.c)
VI. Magus will heed the avoidance of certain Spirit Loci, these Loci shalt be registered by the Council in appendix to the Register of Sanctum. These Loci are forbidden territory and shall not be interfered with without leave of the Council. 1986 (6.c)
VII. Interference with Sleeper governance of the city requires leave of the Council. 1990 (7.f)
VIII. That the area known as the Wylds to the city’s north east be forbidden without leave of the Council. 1996 (7.g)
IX. That the area of the Consilium influence be 9 leagues from the Consilium's meeting place. 1999 (1)
X. That the area of the Consilium influence be 13 leagues from the Consilium's meeting place. 2008 (1)
